PUBLIC ACCESS COMMITTEE OF EASTHAM
MAY 14, 2008
Present: Richard Adelman, Peggy Kern, David Kern, Helen Derman, Jeanette Marcucci
PACE Absentees:  Grady Scholl, Don Olson
Town Officials: None, though we were expecting Henry Lind, Natural Resources Frank DeFelice, Building Inspector, & Mark Powers, Beaches & Recreation, or their representatives.
Guests: Lucie Carlsen, Friend of PACE
 
TOWN PROJECTS:
1) Arturo’s :  The elevator has not been installed.  Richard met with the Cestaro brothers, owners and told them they were out of compliance.  They stated financial difficulties had prevented finishing the installation; should be finished “by the summer”.  Richard suggested that they have the music on the 1st floor until the 2nd floor is accessible.  They said that was “a possibility.”  Richard wrote a letter to the Cestaros after the meeting with them, inviting them to this PACE meeting to discuss the situation.  No one attended.  Richard, as a Community Access Monitor, will now write a letter of complaint to the MAAB and another letter to the Cestaros stating our obligation to file the complaint with the MAAB; he’ll also explain that they can appeal for a variance.  Community Monitors will inspect to see that the 2nd floor is closed until the elevator is installed and operating. 
2) Brackett Landing:  David wrote a letter to John McShane, thanking him for his efforts in promoting Visitabilty features. He asked Mr. McShane to inform the realtors that are handling his units and PACE re: Visitability info that PACE will provide and also to add this info to his advertisements. No response to date. 
3) Second month: No report on whether or not Frank spoke to the 2 builders on Steele Road re: Visitability.
4) Wiley Park Bridge/Trail:  Richard reported that he spoke with Henry Lind, Natural Resources.  Henry hired a consultant re: the damage that was done to the environment by the contactor while developing the trail.  Henry expects the trail to be open in about a month.
 
AD HOC COMMITTEE on VISITABILITY: 
Reps from Dennis and Mashpee have both offered to host next meeting.  David asked them to decide when and where the next meeting will be.  In view of what was learned at the April 16th meeting with the MOD/Myra Berloff, the Ad Hoc Committee will focus on getting each town to pass a bylaw requiring Visitability Standards.  The AHC will also discuss strategies for working together to promote Visitability.  One possibility: sponsor a conference for builders on Cape Cod.
 
OTHER DISABILITY COMMITTEES:  No report.
 
HEARING ASSIST FOR SMALL MEETINGS:  No report.
 
SIGHT LOSS SERVICES:  A woman from Dennis runs monthly meetings at the COA for people who need sight loss services.  David wants to address this group, possibly recruit Friends with vision challenges.  PACE could do a presentation for them.  Richard will contact the COA to arrange this.
 
Friends of PACE:  Lucie asked that correct her husband’s name to Lou on the mailing list.  Both Lucie and Lou are the newest Friends of PACE.
Norman Field asked to be removed from the PACE list of Friends.  David will give Norman a follow-up call.
Jeanette with contact the COA and Helen will contact Bill Boyd from Neighborhood Watch re: a list of residents who use wheelchairs/mobility scooters to ask them to be “scouts” re: parking/accessibility problems around town.
 
RAMPS:  The COA has a list of people who will put in ramps and other accessible features for town residents who need them.  Lucie asked PACE to evaluate her house for ramp placement.  David and Richard will do this.  The COA list should also inform residents that PACE will evaluate homes for ramp placement.
 
CHAMBER OF COMMERCE NEWSLETTER:  Grady wrote a paragraph on Visitability for the newsletter.
 
 
HEALTH/WELLNESS/SAFETY FAIR:   Cindy Dunham (cindyoutreach@comcast.net) at the COA is arranging this conference for June 6th, 9-4.  It’s called, “Celebrate Your Life at Home”.  PACE will have a table for literature on Visitability, PACE, Friends of PACE, laws on disability/accessibility/rights under State law.  Richard, Jeanette, & Peggy (afternoon), and possibly Grady and Don can man the table.  Helen and David are not available.
 
PACE BROCHURES:  Reassessment:  Areas around town are being checked for HP parking compliance and building accessibility in preparation for revising our brochure on accessible businesses and services in the area.  Grady sent a report of the businesses she checked in Area 1.    Peggy and David are doing Areas 2 & 3 from the Four Points to Eastham Hardware and Main Street Mercantile.  Richard will do Area 4: Brackett & Holms Roads.  Area 5: LaPiana Plaza & Brittany Way – Richard will ask Don (plus National Seashore).   Area 6: Willy’s Gym to Wellfleet line: Jeanette.  Helen will help Richard update the brochure.
 
MOD/PACE Meeting: The April 16, 2008 meeting was very informative.  Attendance was approximately 40.  See Notes from the meeting that are posted on the town website.  Jeanette procured refreshments from Dunkin’ Donuts and Stop & Shop and will send thank you notes for their donations.
